Abstract
Rwanda is a small landlocked country in Eastern Africa with an area of approximately 26000 sq.km. and an estimated population of 6.9 million persons in 1989. With a 1989 per capita Gross National Product (GNP) of US$320, Rwanda is classified amongst the poorest countries in the world. Like many developing countries, it faces a serious and growing problem in the financing of its government health services, as new initiatives have outstripped resources.
