Abstract
Technology looms large in China’s future and its relations with the rest of the world. China has not yet reached broad technological parity with the United States but is the only country likely to do so in the foreseeable future. China’s rapid progress, amplified by political differences with the West, has alarmed U.S. politicians and intelligence experts and has led to unprecedented policy reactions. At least for now, a technological cold war is setting in.
Current trends could have far-reaching consequences for global innovation. If many countries see China as an adversary, its contributions to technology at home and abroad
