Abstract
A transcript of an interview with John Shattuck by Leigh Swigart and David P. Briand. The interview took place on April 7, 2015 in Cambridge, MA, USA, and the transcript, which is represented here, has been reviewed and edited from the original audio version. During the interview, Shattuck reminisces on the evolution of the Clinton administration response to violence in the Balkans after the breakup of Yugoslavia; selection of Richard J. Goldstone as ICTY prosecutor; experiences on the ground in Bosnia and Rwanda; debate over the use of the term 'genocide; within the State Department regarding Bosnia and Rwanda; the impact of reports on Bosnia and Rwanda, and negotiations with Paul Kagame in setting up the ICTR. Shattuck also discusses reflections on the "human rights wars" of the 1990s; comparison of ICTY and ICTR; the effectiveness of tribunals and truth commissions; reflections on the work of the ICTR, ICTY, and ICC, and international criminal justice.
