The European Union (EU) is committed to pursuing policies that promote sustainable development. To this end, in 1999 it initiated a programme on Sustainability Impact Assessment (SIA) of trade negotiations. This programme has as its overarching goal, the integration of sustainability concerns into the development of trade policy, and the pursuit of complementary policies that are designed to mitigate negative impacts of liberalisation and enhance positive impacts.
